SBAC's response to Review of Climate Change Programme

7 March 2005

The SBAC has contributed to the Government?s Review of the Climate Change Programme on behalf of our members supplying the UK civil air transport, aerospace defence and space industries sectors. The industry invests heavily in research and technology (more than 12 per cent of turnover) and employs a highly skilled workforce. It is a crucial contributor to the UK economy and also stimulates technological and environmental innovations.

Our response (see document) contains answers to the questions in the consultation document that are relevant to our members. In addition to this the principal issues that we would like to set forward are summarised below:

  • UK aerospace operates in a global market place that is growing increasingly competitive. Creating an environment in which the industry can continue to thrive and flourish is a vital endeavour.
  • UK Aerospace has delivered many innovations that have led to direct environmental improvements.
  • UK Aerospace industry is proactively addressing Climate Change through a comprehensive sector strategy. The Civil Aviation Sustainability Strategy (CASS) will set out a voluntary programme that encourages companies to commit to delivering specific environmental targets.
  • Industry and Government are launching a number of programmes as part of the National Aerospace Technology Strategy to develop technologies that are essential to obtain improvements in aircraft, engines and associated equipment.
  • SBAC and CASS airline and airport signatories are committed to supporting policy-makers in developing practical solutions for the inclusion of aircraft carbon dioxide emissions into the EU Emissions Trading Scheme. It is essential that this is done on an intra-EU basis rather than the UK proceeding alone. Further, we would object to any moves to introduce an additional tax regime such as a fuel or passenger surcharge.
