overview
One of the major benefits of being a member of the SBAC is the unique opportunity it provides of being able to take part in the industry through SBAC's committee structure and SBAC representation on influential external groups and bodies. The SBAC board structure comprises four elements:
- Governance including Council and those committees and working groups assisting in the strategic development or financial management of SBAC.
- Market Sector Boards have a strong business and market lead addressing civil air transport, aerospace defence & homeland security and space activities.
- Operational Boards oversee the three main areas of service that SBAC delivers, i.e. market development, industrial transformation and communications.
- Member Networks focus on interests that range across several market sector and operational boards.

Guide for operation of SBAC communities
One of the objectives for restructuring SBAC communities (committees, boards, working groups, and networks) is to achieve a higher quality and more integrated programme of work that delivers benefits for SBAC members. Council is keen that we are more rigorous about the resources being used to deliver. We also need greater clarity and coherency in reporting and communicating progress.
We initiated some new membership communities in the last year and reconfigured the structure and work profile of others. We have also established some new reporting lines for membership communities so that all of our work is overseen by 8 lead boards which report direct to council. It is therefore timely to re-establish some general principles to be applied across all communities.
These are compiled in this guide.

Lead Board Chair Community
SBAC has developed a community of Lead Board Chairs who play an important role in establishing the direction of work programmes. A record of the dinner that first brought together the Chairs is attached. There was a detailed discussion of their role both in leading their groups, but also their potential role as co-ordinators of policy and practice for SBAC.
It is intended to develop that role in 2006 taking into account the points made in this discussion.
