Both challenge and opportunity emerged on the safety and aviation security fronts in 2004. Following the 2003 launch of the European Aviation Safety Agency (EASA) and, February 2004, of the European Preparatory Action on Security Technology, SBAC set up a Safety and Regulation Board to provide a forum for action in these areas.

Using this board SBAC has taken up members' concerns with key aviation stakeholders such as the Civil Aviation Authority, National Air Traffic Services and the Department of Transport. Issues raised have included EASA implementing regulations, organisation and budget and fees and charges.
